- 27 July 2006 - U-Turn?
The dust is settling on the Government's latest announcement which sent
shock waves through the property industry. Yvette Cooper's decision to
remove Home Condition Reports as a compulsory element from the HIP caused
both large falls in the shares of potential HIP provider Rightmove as
well as cries of anguish from Home Inspectors, many of whom had committed
sums up to £9,000 to train. Whilst many proposed pack providers are in
denial there is no doubt that the future course is uncertain, and many are
expecting further announcements in the Autumn, which could include the
shelving of the pack. Expect some interesting angles on
how the Government is to handle the Energy Performance Certificate, required
by an EU Directive which is mandatory as of 2009 regardless of HIPs.

Whether
Ruth Kelly is fond of croquet is difficult to know. However,
what is certain is that she will face a challenging game in her role as the
new head of the department responsible for implementing Home Information
Packs. Having unceremoniously replaced John Prescott on 5 May, Kelly,
whose previous responsibilities included running the Education department,
has an uphill struggle on her hands. The newly named Department for
Communities and Local Government (DCLG) takes over the Office for the Deputy
Prime Minister’s function in this area. HIPs, a relic of the
1997 manifesto under its previous guise of Seller’s Packs, has the
capability of unsettling the property market just before the next election.
Small wonder that Blair has put in charge a faithful servant to head this
area. Whether this will prove to be a poisoned chalice remains to be
seen.
With
various groups positioning themselves to object to the implementation of
HIPs, this is an area which does not have overwhelming support from any
group. Whatever the outcome, BPL has already made its plans and
is ready to begin a dry-run of HIPs in the next few weeks. As the
Scouts say, be prepared.
